Oh my gosh, ME TOO!! And my lips, it's really bad lately. I've been using clinique in the morning followed up w/ a mary k moisturizer. At night then I'll use a different mary k nighttime one. The other day it was still dry after my 2 morning moisturizers so I used some cetaphil. Normally I can be oily but not lately, surprisingly I haven't been getting breakouts either which I'm somewhat prone to. I'm just hoping it improves soon! 
I'm curious what others have to say, I'm pretty happy with my moisturizers overall. During the summer I don't have to use all 3, just the clinique in the morning and occasionally the night time mary k.

I have to use Cetaphil due to allergies to perfumes and dyes. Thick enough to soothe my dry skin (entire body) and not make me breakout.
Eucerin, Lubriderm also make a great sensitive skin lotions. I buy Cetaphil from Costco and save a bunch.

My skin gets so dry in the winter. I feel like my lips are perpetually chapped. I seriously carry like three chap sticks in my bag at any given time. Hands down the best thing for lips is Aquaphor and it's like $3 at the drug store. I've bought all the fancy ones in pretty tubes at Sephora, but none of them hold a candle to this. Cetaphil is great for your skin because it's so gentle and doesn't have any scent. But my favorite moisturizer is Embryolisse. It's a French product that has achieved a big cult following. You can find it in big cities in America or online. The great thing is it's only $25 for 3.3 oz. I find it better than a lot of the luxury department store brands that cost five times as much.

make sure to use a non-foamy cleanser. avoid bar soaps or anything with a high level of surfactants..
cleanse only pm- your face is not acquiring dirt, oil or debris at night. it needs this time to repair and rebalance. over cleansing will strip your skin.
use an aha once a week if you aren't already. start slow and let your skin adjust. always follow with a humectant based moisturizer or serum.
spf-uva/uvb every waking minute of the day. yes- to and from the coffee shop every morning.. every waking minute.
incorporate chia seeds into your diet. drink tons of water.

I'll also chime in about Philosophy. Their products are just simply amazing! All of the moisturizers in their line are great, and they don't leave your face feeling greasy or heavy after you use them. They have great anti-aging products as well that have become essential to my night routine!

Oilatum Natural Repair is the ONLY moisturiser that really has ever got rid of those little dry bits by the sides of my nose and on my cheeks. I've run out so am using Clinique's Moisture Surge and I am distinctly unimpressed! But I have no choice, so am topping up with some argan oil and that seems to be doing the bizz
